Thousands of leaseholders across England and Wales are taking back control of their buildings through Right to Manage — and the pace is accelerating. 88 new RTM companies were formed in 2024, the highest year on record, up 47% on the year before. Legislative reform is making the process cheaper and easier still. A shift to commonhold — collective, resident ownership as the legal default — is on the horizon.

Resident-led building management is no longer the exception. It's becoming the future. But taking control is only the beginning.

The problem directors face
When leaseholders win RTM, they become responsible for governing everything their former landlord handled — budgets, compliance, contractor relationships, resident communication, and the ongoing scrutiny of the managing agent they typically retain to run day-to-day operations.

Most directors are volunteers. They have no property management training, no purpose-built tools, and no institutional memory to draw on. They run their buildings on WhatsApp groups, personal email inboxes, and shared spreadsheets — none of which create an audit trail, few of which survive a director resignation, and few of which give directors the oversight they need to hold anyone accountable.

Meanwhile, the managing agents they work with operate software that belongs to the agent, reports to the agent, and leaves with the agent if the relationship ends. Directors see what they're shown.

What Co/Co does

For leaseholders, it means genuine transparency into what their service charge pays for — and a clear view of any issue they've raised, without needing to chase anyone.

For managing agents, it means a frictionless magic-link and AI email update flow: no login, no new system, just a direct link to update a job status in seconds. Agents who work well have nothing to fear. The ones who don't become visible.

And critically: all of it belongs to the building. When directors change, the history stays. When managing agents change, the data stays. Co/Co is the first tool that puts ownership — of the platform, the data, and the narrative — in the hands of the people who live the building.

Built for the commonhold era
The Leasehold and Freehold Reform Act 2024 is reshaping the landscape. Forthcoming commonhold reform will make collective ownership the legal default for new flat developments. The direction of travel is clear: buildings will be governed by their residents, not managed for the benefit of landlords.
